OVC unveils Jiangcheng Integrated Circuit Super Incubator
On Sept 22, the Jiangcheng Integrated Circuit Super Incubator was unveiled in Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC), marking a significant milestone as Hubei's first incubator developed by a provincial laboratory – the Hubei Jiangcheng Laboratory.
Spanning 13,000 square meters, the incubator boasts cutting-edge facilities, including a 12-inch advanced packaging pilot line, an integrated circuit pilot line, and a pre-validation platform for equipment, materials, and components. Additionally, a substantial industry fund exceeding 1 billion yuan ($140.58 million) has been established to support its initiatives.

The incubator aims to provide comprehensive support to startups and growing enterprises by combining policy, capital, technology, and talent resources. Services will include concept validation, technology implementation, pilot testing, investment empowerment, ecosystem collaboration, and talent services.
The incubator has also launched the "Chip Innovation Camp" initiative, with the first batch of eight selected companies signing agreements to join. These companies, spanning semiconductor materials, advanced packaging, and optical computing chips, will benefit from expert technical guidance, strategic venture capital support, industry resource connections, and IPO counseling.
There are currently over 300 integrated circuit companies clustered in OVC, forming a complete industry chain from chip design, materials, and equipment to wafer manufacturing and packaging testing. In 2024, the industry's scale had reached nearly 80 billion yuan.
OVC plans to support more innovative platforms in exploring new entrepreneurial models like "Laboratory + Academy", "Laboratory + Fund" and "Laboratory + Incubator" to nurture high-quality, cutting-edge technology projects.
