OVC launches new talent policies and service system
Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC) unveiled a comprehensive set of new talent policies and a revamped service system during a news conference on June 5. The move aims to attract global talent and accelerate the development of OVC into a world-class optics valley.

The new policies include substantial financial support for top-tier scientists, such as Nobel laureates and academicians, with funding reaching up to 100 million yuan ($13.92 million).
The policies prioritize fostering a thriving entrepreneurial ecosystem. Seed funding of 50,000 yuan is available for promising startups, along with incubation services like mentorship and investment matching. For more advanced startups, venture capital assessments are considered a key metric, unlocking potential funding of up to 1 million yuan. Continued support can reach a total of 10 million yuan.
Qualified returning overseas graduates are eligible for settlement bonuses of up to 300,000 yuan. Incentives ranging from 50,000 yuan to 200,000 yuan are offered to organizations and employers for recruiting talent from abroad.
Exceptional talent teams in artificial intelligence, recognized with international or domestic awards, will be the prime selection, with team leaders receiving direct recognition as "3551 Leading Talents" along with 2 million yuan in funding.
For the first time, talent funding support extends to "Outstanding Engineers," encouraging chain-leader companies to establish engineer practice bases in OVC and supporting joint training programs between universities, research institutions, and enterprises. Eligible participants can receive funding of 500,000 yuan.
OVC plans to continuously refine its talent policies in response to industrial development trends and the evolving needs of talent and businesses.
