A talent-themed meeting was held on July 27 in the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC).

At the event, a talent development demonstration zone commenced, seven talent innovation policies were rolled out, the Wuhan Optics Valley Talent Group Co was founded, and an agreement on building the Optics Valley Overseas Talent Innovation Park was reached.

Eight academicians addressed the meeting on site or via video link, and renowned local entrepreneurs jointly offered more than 80 positions in the laser, IC, advanced display, digital economy, and innovative drug industries. The positions were for technology experts, research directors, and chief technology officers, with the majority of them boasting salaries of 1 million yuan ($147,700) or higher annually. In addition, talents who accept these job offers will be subsidized by the valley's government at 50 percent of their annual pay. The subsidy will last for three years.

Liu Jie, secretary of OVC's Party work committee, unveiled Wuhan Optics Valley Talent Group Co, and a total of 50 local enterprises were selected to recommend talent for the 3551 talent program.

Taking technological achievements and practical contributions as core indicators when evaluating talent, OVC has freed high-quality personnel from restrictions in educational background, age, space and professional rank. A quantitative assessment model for talent was also developed. The work mechanism involving the application, recognition, management and evaluation of talent has been reshaped and all talent-related affairs can now be handled online.

In addition, an agreement for the Optics Valley Overseas Talent Innovation Park project was signed by the valley's administrative committee, Wuhan Yangtze River Communications Industry Group Co, and Wuhan East Lake High Technology Group Co.
