East Lake High-tech Development Zone -- also known as Optics Valley of China -- in Wuhan, capital city of Central China's Hubei province, held its first expert consultation and demonstration meeting for its "Optics Valley Brain" plan on May 9, according to zone officials.

The plan hopes to utilize and construct a big data management system to transform the governance of Optics Valley around six modules: namely the macro-economy, enterprise services, industry, community governance, urban management and citizen services.

Based on a digital "brain" created by the Optics Valley, the big data of many departments of the zone will be gradually collected and shared. The basic information on employment, tax, social relations, policies and a raft of other data on almost all resident enterprises are all in the brain, providing real-time monitoring and research for macroeconomic operations and economic activities.

The data and information of all land and real estate databases and the industrial layout of Optics Valley -- as well as the layout planning for attracting investment and talent, public resources for education and health and the transportation network -- will also form a digital industrial database to guide the development of industry there in the future, officials said.

They said that for its entire urban operations, the information collection and processing of community governance, urban management and citizen services will rely on the huge "Optics Valley Brain" to achieve high-speed solutions.

As a test field for reform and innovation, the zone will make new breakthroughs in social governance with the help of the new technologies, they added.

At present, the zone is improving the top-level design for its "Optics Valley Brain" plan.
