Measures to promote ‘Internet Plus’ high-quality development

This policy is valid for three years and will come into effect 30 days after the date of promulgation (Oct 15, 2019).

1. This policy applies to those separate legal entity enterprises, institutions and social organizations engaging in new business forms and business modes represented by Internet Plus, IoT Plus, software and information technology services, etc. (hereinafter referred to as "internet enterprises") accepting the jurisdiction of the industrial and commercial, tax and statistical departments of the Wuhan East Lake High-tech Development Zone (also known as Optics Valley of China).

2. In the areas of the industrial internet, artificial intelligence (AI), 5G, block chain, new retail and other areas, the zone focuses on supporting a batch of Internet Plus demonstration application projects. If a project has invested 2 million yuan ($ 283,900) or more, after evaluation, the post-subsidy shall be made according to the criteria of not exceeding 30 percent of the actual investment funds and the maximum subsidy amount for a single enterprise shall not exceed 1 million yuan.

3. For internet enterprises with more than 100 employees who have built application scenarios in the zone (including but not limited to bricks and mortar physical stores, experience stores, etc.), a rent allowance shall be granted at 50 percent of the actual rent. The allowance standard shall not exceed 70 yuan per square meter per month and the total area of allowance shall not exceed 300 sq m.

4. For internet enterprises that raised 50 million yuan in the last round of their financing or are valued 500 million yuan, or listed at home or abroad and have set up enterprise headquarters (regional headquarters) in the zone, subsidies shall be granted for the rent of their own office space, with the maximum subsidized area not exceeding 3,000 sq m and the maximum subsidized amount not exceeding 70 yuan per sq m per month.

For internet enterprises stationed in Wuhan Best City and Optics Valley Digital Economic Park, a 50 percent rental fee allowance shall be given to their commuter buses, while the annual allowance amount of a single enterprise shall not exceed 1 million yuan. Subsidies shall be granted for the rent of self-used office space, with the maximum allowance area not exceeding 3,000 sq m and the maximum allowance amount not exceeding 35 yuan per sq m per month.

5. Enterprises that use broadband networks over 100M will be subsidized at 50 percent of the annual broadband charges and the maximum annual subsidies for per internet enterprise will not exceed 1 million yuan.

Internet enterprises that use the cloud computing services of identified enterprises in the zone shall be subsidized at 50 percent of the actual cost, with an annual subsidy amount not exceeding 1 million yuan per enterprise.

Enterprises that use the related services of network information security enterprises in the zone shall be subsidized at 50 percent of their service fees and the annual subsidies of each enterprise shall not exceed 500,000 yuan.

6. For internet enterprises with 100 or more employees in the zone, training subsidies of 3,000 yuan per person will be granted (up to 500 applicants per year for a single enterprise); for enterprises purchasing commercial insurance for employees, subsidies will be granted at 30 percent of the annual premium per person and up to 100 yuan per person per year in standard funds.

7. A reward of 5 million yuan shall be given to internet enterprises newly promoted as unicorn enterprises, or those that relocate their headquarters to the zone. If the annual salary of the senior managers reaches the corresponding quota, an incentive of up to 150,000 yuan shall be given in proportion to their annual salary. Every year, a number of excellent internet enterprises are selected and awarded in terms of innovation and development, social responsibility and contribution to regional economic development.

8. Grants of 1 million yuan shall be given to newly approved national e-commerce demonstration bases, e-commerce demonstration enterprises, new information consumption demonstration projects and enterprises selected in the top 100 of Chinese software enterprises and Chinese internet enterprises -- and grants of 200,000 yuan shall be given to those re-approved or re-selected enterprises.

9. In order to further improve the environment of industrial services and enrich the service functions of the internet industry association in the zone, 500,000 yuan is to be given to the association each year to support personnel services, industrial research, technological innovation, market promotion, training and exchange, etc.

10. Internet enterprises with 100 or more employees in the zone shall be subsidized, according to the criteria, at 50 percent of the rental fee and 30 percent of the publicity fees for holding various product release activities in the zone. Total annual subsidies for each enterprise shall not exceed 200,000 yuan.

Rent allowances shall be granted to well-known scientific and technological media that set up press stations in the zone, with the maximum allowance area not exceeding 100 sq m and the maximum allowance amount not exceeding 70 yuan per sq m per month.
