Optics Valley of China (OVC) has unveiled its "Implementation Plan for Building a City-Level Aggregated Intelligence Pilot Platform", aiming to accelerate urban governance modernization and industrial integration. By 2028, OVC aspires to become a national leader in developing the aggregated intelligence industry.

OVC plans to open more public urban environments to businesses for testing and deploying new technologies, helping companies refine their products, explore new business models and expand into new markets. It will also develop shared infrastructure, including roadside sensors, ground stations for low-altitude operations and electronic geofencing systems, reducing the need for individual companies to build their own infrastructure.

In addition, targeted enterprise services will be provided to attract high-quality market players. The plan also emphasizes collaborative research and development across production, academia, and research to expedite the conversion of innovative results into practical applications.

Over the next three years, OVC will establish integrated use cases such as autonomous minibuses, unmanned delivery, autonomous cleaning operations, low-altitude intelligent applications, AI-driven traffic signal control, and integrated aerial-ground intelligent security inspections. Global entrepreneurs, developers, and researchers are invited to participate in this collaborative effort.

Aggregated intelligence is a key focus area for OVC. In recent years, the zone has developed the largest humanoid robot innovation center in the country, bringing together over 800 artificial intelligence enterprises.
