Optics Valley Creative Industrial Base

To achieve industrial transformation, China Optics Valley Creative Industrial Base was founded in February 2008, in accordance with the municipal committee and municipal government’s objective of "gathering resources and forming a joint force; with the East Lake High-tech Zone as the core, the city as the main body, and the cartoon industry as the breakthrough point so as to construct the creative industry base and striving for the 100-billion industry."

In August 2009, Wuhan Gaoke State-owned Holding Group and Dawn Group jointly established Wuhan Optics Valley Creative Industry Base Construction Investment Co Ltd, which deviated from the traditional industrial park development process (the so-called traditional industrial park development model uses a real estate development mode or government administrative guidance mode). 

The company, as a carrier of the base's innovative development, is the specific operating platform for East Lake High-tech Zone to promote the development of creative industries. It adopts an operation mode that is guided by the government and is also market-oriented. Therefore, it owns the working function of both the industry base development and construction and industry project investment and operation.

Core Industrial Zone of China Optics Valley Creative Industry Base includes Optics Valley Industrial Park, Optics Valley Creative Incubator, Youth Venture Port, Central Digital Publishing Base Optics, and Optics Valley Creative Building, with a construction area of nearly 80,000 square meters. 

At present, the park brings together 122 creative enterprises with nearly 4,000 employees, involving fields such as animation, online games, new media, digital publishing, network value-added services, design, cultural exhibitions, and animation derivative products. It has gathered more than 70 percent of animation enterprises in Hubei province and nearly 60 percent of the game business and has become one of the most intensive areas of domestic creative industry production.
